- Extracted `VACPGovernedAgent` to `vacp/governed_agent.py` as a shared kernel. - Updated `financial-advisor` to use the shared `VACPGovernedAgent`. - Refactored `finguard` agents (`Researcher`, `Quant`, `Compliance`, `Executor`) to be instances of `VACPGovernedAgent`. - Implemented `finguard/tools/router.py` with Semantic Guard integration (Vaporwork detection). - Wrapped legacy `finguard` tools with Pydantic validation for ADK compliance. - Updated `finguard/main.py` to use the new `finguard_coordinator` agent.

Refactored FinGuard to align with the Financial Advisor architecture. This includes extracting the governance logic into a shared module, implementing a deterministic router with semantic guardrails, and updating the agents to use the new shared infrastructure. Verified with tests.
