Summary

Adds an original English MDX tutorial for Vectara Chat aimed at AI hackathon builders:

tutorials/en/vectara-chat-tutorial-streaming-product-docs-chatbot-for-ai-hackathons.mdx

Follows the section outline from #462 and tutorials/README.md / tutorials/template.mdx conventions. Written and edited for this submission (personal edit pass for voice and clarity).

What the tutorial covers

1. Introduction to Vectara Chat - conversational RAG vs one-shot query; Chat History Corpus; hackathon bridge
2. Getting Started - free-tier / API key placeholders, Console Chat toggle sanity check, corpus create via official Python SDK
3. Building a Chatbot - product-docs ingest (CoreDocument), grounded client.query, multi-turn create_chat_session + session.chat, chat_stream
4. Enhancing intelligence - metadata filters, hybrid lexical tuning, FCS badge thresholds, client.chats.list / list_turns / delete
5. Deploying and testing - FastAPI + SSE streaming UI (not Streamlit), test checklist, weekend deploy notes

Pending. Algora asks for a short demo of the changes. I will attach an unlisted YouTube / Loom walkthrough (Console Chat → ingest → streaming UI → follow-up pronoun turn → chats.list) as soon as a free Vectara key is available for recording. Happy to update this PR with the link.

Cover image

Uses the same neutral template cover path already published on the Vectara Beginner tutorial on main (123Tutorial_image_template.png). Can swap to a freeimage.host upload on editor request.

Process note

tutorials/README.md asks for twin PRs to community-content and main. The community-content branch was not present on upstream at submit time (API 404), so this PR targets main. Happy to open the twin PR if that branch is restored or renamed.
