added IS_RUNNING test.
several minor tweaks as well

need to fix it , pidof doesn't behave correctly :(

will update this PR soon

_UPDATE_
need to find a way to start the newly build container and run test on it

_DO NOT MERGE_
need to create @DOCKER_RUN function
