feat: enable FIPS mode

Description

Changes proposed in this pull request (what was done and why):

• Enable FIPS mode when building the OCC binary
• Enabling/Disabling the FIPS mode during runtime of the OTel collectors will be managed by the telemetry-manager

Changes refer to particular issues, PRs or documents:

• Use FIPS compliant images telemetry-manager#2123
