What this PR does / why we need it:
This pr updates the golang.org/x/* modules to the latest versions available. This is needed due to a vulnerability finding with versions < 0.33.0 of golang.org/x/net that the National Vulnerability Database published 3 weeks ago, Non-linear parsing of case-insensitive content in golang.org/x/net/html - CVE-2024-45338.

The CVE doesn't impact the cloud provider as the fix path golang.org/x/net/html for the CVE is not used.
