upgrade to Mongo 7.0.4
Update java common jar
Tested by replacing the old auth jar in workspace deluxe with the fat jar
Service responds to testmode endpoints that access the db, namely GET customroles Also split the build into dependencies and compile so the dependencies are cached
The current layout plays havoc with Eclipse integration. No code changes, just files are moved.
Switch from Ant -> Gradle

DEVOPS-1665: Remove global token revocation button
The new client by default sets retry writes to true, which doesn't work for single servers. This is painful to test locally so we'll need to test in CI.
Add mongo-retrywrites to config.
