Switch ateom gVisor state path

Summary

• switch the shared ateom gVisor base path from /run/ateom-gvisor to /var/lib/ateom-gvisor
• use the shared ateompath.BasePath in the WorkerPool deployment volume wiring
• update the atelet install manifest hostPath and mountPath
