Regex Filter, Rate Limit, Quality of Life

Hey,
I added a few features I needed and thought they might be useful for the main project as well:

• Regex filtering via "r:" prefix
• Configurable item transfer rate (itemsPerTransfer)
• Filter now applies to both input and output
• Support for hopper minecarts and storage minecarts
• Hopper can now pull from any matching slot, not just the first

Let me know if you're interested in merging — I'm happy to make adjustments if needed.
I will actively play with that version for the next few days, maybe I find bugs! :)

I was just planning on rewriting this whole plugin, not sure I will end up doing it right now, but if I do I can add some of this stuff. It will happen at some point.

As part of it, there will be a feature to extend its filters. Regex was avoided intentionally so players don't bring a server to its knees by writing monoliths of regex.

The "language" of the plugin will be completely rewritten. I recommend you just use this yourself for now.

Alright! Just for you information, you can't write big monoliths of regex because of the 256 char limit on item names :)
