Track draft numbers

This release adds the ability to update draft numbers of the projects in the database by scanning the project file archives, with the --drafts option.
Other changes include:

• being able to read the list of projects to add (using --par-report) from a remote URL instead of from a local file - this eases deployment using Docker;
• limiting the number of pages of email messages to parse.

First reasonable version

This version can parse an Insanity Spreadsheet (though that code is out of date already), parse the mailing list for task and working group ballot announcements and create events from them, parse the PAR Report from the development server for PAR forms and extract titles and dates to create events, and parse the Notifications from the development server to find sponsor ballot announcements.
