Bump version of analysis-pom to 5.35.0

Also remove the version from plugin-util-api dependencies since this plugin is now part of the BOM.

• Bump plugin-util-api from 2.17.0 to 2.18.0 #192
• Bump analysis-pom from 5.33.0 to 5.35.0 #190
