remove setup.py/setup.cfg and it adds a pyproject.

Note

Added new dependecy Flake8-pyproject to suppoirt flake8 in a pyptojecy.toml

running

uv sync
python -m build .

Check the created wheel.

testing

tox -e py39-click8
  py39-click8: OK (9.20=setup[7.53]+cmd[1.67] seconds)
  congratulations :) (9.24 seconds)

What's the point of PYPI_README.rst? Duplication is a no-go.

I don't think pypi will process the .. raw:: html. I've removed it anyway (see the twine checks failure).
