As of our last T3WG meeting, we don't want direct references from a book/website to a specific LG but a more general explanation on how that referenced content can be applied.

I've tried to summarize @DenHerrRing 's proposals from #12 and #35 as best as possible.

When this PR is approved I will create our very first RC for proofreading from the WG, after that RC2 will be going out to reviewers.
