This diff does the following

Adds thrift interface for python and golang.
Objective is to use python crypto libs. Caller is from golang.

Start server by doing

cd threshenc/py
python3 python_encryption_server.py

Build and make the calls from Go

cd threshenc/go/main/
go build
go run *.go


          Add thrift for threshenc
