Bump the SDK package version for the first 0.1.6 release candidate. Allow the release workflow to validate canonical RC tags so prereleases use the same build, installation, and trusted publishing checks as stable releases. Signed-off-by: Tianyu Zhou <albert.zty@antgroup.com>
