Add Server-Side Filtering for Versions and Changesets

Implements server-side filtering for Named Versions and Changesets tables to improve performance with large datasets.

Features

Versions Table: Filter by name and description
Changesets Table: Filter by index range (From/To)
Preserved Expansion: Expandable arrows remain visible after filtering

Key Changes

API Layer

Enhanced urlBuilder.ts to support new query parameters: [name] [$search], [afterIndex]
Updated clients to pass filter options to backend

Components

[ManageVersions.tsx]: Added filter state management and callbacks
[VersionsTab.tsx]: Custom filter functions to prevent client-side subRow filtering
ChangesTab.tsx: Added number range filter with inclusive "From" value

Bug Fixes

Fixed expandable arrows disappearing after filtering
Preserved subRows data across filter operations

These changes are required for bugs :-

1. Bug 1944643: iMM[Filter option]: Filter option missing from the changesset column name in V2 version wrt to V1
2. Bug 1944628: iMM[View]: Hyperlink option not available on the Named Version View option
