Deprecate BlockAwareOperationTracer::traceStartBlock(BlockHeader, BlockBody, [Address])

I found out that BlockAwareOperationTracer::traceStartBlock(BlockHeader, BlockBody, Address) is actually not used if not from the Tracing plugin and having access to the block body before building it does not seem to make sense.
