Scope willRender to PageRenderer only

The `willRender` property introduced to the generic `Renderer<E, S>`
only applies to the `PageRenderer` specialized sub-class. This commit
removes it from the root class and declares a
`PageRenderer.constructor()` method to accept and assign it.
