Add a dns_caa_record_set resource to manage CAA records as a set.
This adds a dns_caa_record_set resource type as suggested by @elcomtic in #108
I copied much of the existing MX and SRV code to add this record type. Further work might be done to validate the content of the CAA Tag to be only the values "issue", "issuewild", or "iodef". Further work might be done to validate the content of the CAA Value to not have unescaped quote marks.
