fix: Fix scripts

- Use GITHUB_API_URL and GITHUB_REPOSITORY instead of hard coding
This would make it easier to run this repo on forks.
- Check all releases instead of the first page only. This prevents
tools with infrequent releases like buildtools be flooded away
by nightly tools like package.
