Releases the Unreleased section as 0.30.0 and moves the compare links. No code
changes.

Seven breaking API changes make this a minor bump rather than a patch, and all
seven are the same shape — exported state that was read-only by convention and
mutable by type is now behind a function:

  • uid.Dictionary, uid.KeywordToUID and uid.Known are gone from the API; so
    are the root aliases godicom.UIDDictionary and godicom.KnownUIDs
  • DicomDictionaryGo, RepeatersDictionaryGo and PrivateDictionaries are
    unexported behind Standard().Lookup
  • uid.Lookup takes a UID and returns what the registry records about it; the
    keyword direction is uid.LookupKeyword
  • Dataset.PrivateBlock returns (*PrivateBlock, bool), and its group /
    offset are uint16 / uint8 rather than int

The only references inside the organisation were two lines in one gonetdicom
test, which gonetdicom already moved to uid.Lookup when it bumped past this
commit (godicom-dev/gonetdicom#46). Once this is tagged, gonetdicom's go.mod
moves off its pseudo-version onto v0.30.0.
