Release the Unreleased section as 0.29.0. No exported signature changed, but LookupVR and ParseTag both return different answers than they did -- correct ones -- so this is a minor bump rather than a patch: a caller that worked around the dictionary returning US on a 32-bit build will see that workaround stop being needed.
