Adding PAL GC. The Wii inject seems to work perfectly fine, besides using a button combo for reset messing up the RNG in a macro. However, as @Thar0 mentioned to me, the button combos for things other than savestate-related commands don't work properly with macros and should probably be disabled during macro's. I would hazard a guess that this is also in iQue, as I had many RNG desync issues with iQue macro recording and I was using a button combo for reset then.
Also, open to renaming the liboot-gc-pal to liboot-gc-eu.
Edit: renamed gc-pal to gc-eu everywhere.
