I know this a a draft PR, but we should make sure we support using both BCM SONiC and Celestica SONiC on these devices because of feature differences, like DLB which I believe is not yet in Celestica SONiC.

yeah, obviously that's a target, this PR is just to keep track of what we'll be using for the initial investigation
