Replace the example dev-server Spotlight wrapper with the Sentry CLI local wrapper.
This keeps the local Nitro dev flow on the supported sentry local command from cli.sentry.dev while removing the Spotlight package dependency. The package manager metadata now installs sentry instead, and the workspace minimum-release-age allow list includes sentry so the current CLI release can be installed during local development.
Validated with the local Junior prompt QA by running sentry local in front of the CLI prompt. The wrapper started a local server, injected SENTRY_SPOTLIGHT, and the prompt returned the expected junior qa smoke response.
