feat(changelog): Scope commits to selected workspace

What changed

• Automatic changelogs include commits in the selected workspace and shared/unowned files, and exclude commits confined to other workspaces. Commits spanning workspaces appear in each affected release.
• Add changelog.includePaths for release units that own extra workspaces, such as Toolkit CLI and CLI docs. Preserve single-unit behavior, first releases, automatic version detection, and unusual filename handling.
• Document the defaults and cover shared, separate, combined, renamed, and specially named paths, config validation, and workspace cache isolation.

Checks

• pnpm exec vitest run --printConsoleTrace: 1,230 passed, 1 skipped
• pnpm run typecheck, pnpm run lint, pnpm run build, and Prettier check passed (lint reports pre-existing warnings).

Toolkit PR #1362 will use this for packages/cli with includePaths: [apps/cli-docs]. Publish a Craft release containing this change before cutting another Toolkit CLI release.
