WIP: Pyproject

This PR contains:

• Migrate to pyproject.toml as configuration
• update README documentation to include uv
• removed references to setup.py test as is going to be deprecated (Deprecate test command pypa/setuptools#1684)
• updates ci
• declare dependencies in pyproject.toml instead of requirements.txt
• replace pkg_resources with importlib to get the package version

Still working on the debian build :)
