builders: enable xvfb for xorg-server - #337

gentoo-zh 的 x11-misc/agent-workspace-linux 依赖 x11-base/xorg-server[xvfb]， 构建机上的 xorg-server 未启用 xvfb。::gentoo 发布 21.1.25 后，升级时 同一 slot 同时需要启用与未启用 xvfb 的两个版本，依赖计算失败， unstable 频道本次更新中止。 在两份共用的 USE 文件中为 xorg-server 启用 xvfb，stable 频道通过 符号链接共用同一设置。

builders/unstable/portage/package.use/common与build/package.use.common中为 xorg-server 启用 xvfb，两份文件保持一致；stable 频道通过符号链接共用同一设置。
