builders: enable atomic-base64 for simdutf - #335

::gentoo 的 net-libs/nodejs-26.10.0-r3 要求 >=dev-cpp/simdutf-9.2.1 [atomic-base64]，它经 qtwebengine 被 goldendict 拉入。两台机器都没有 打开这个 USE，10 月 6 日 unstable 的 run-update 在依赖计算阶段退出， 本轮没有构建任何更新。 两份 common 文件同时加入：新构建机的那份 stable 以符号链接共用， 内核归档也在 binhost-unstable 中构建；旧容器流水线读 build/ 那份。 stable 的 simdutf 若尚无此 USE，portage 会忽略这一行。

nodejs-26.10.0-r3要求 simdutf 打开atomic-base64。本轮没有构建任何更新（llama-cpp 0.6.0、codex 0.160.1 等都在队列里），已有索引照常 rsync，用户不受影响。在两份 common 文件中加入
dev-cpp/simdutf atomic-base64：builders/unstable/portage/package.use/common：新构建机；stable 以符号链接共用，内核归档也在 binhost-unstable 中构建。build/package.use.common：旧容器流水线读这一份，两份保持一致。stable 的 simdutf 若尚无此 USE，portage 会忽略这一行。
emerge --sync：暂时性故障，不改代码
应是 ::gentoo 的 rsync 镜像在更新途中被读到，下一轮会自行恢复，与 run-update 失败无关。
检查
tools/check-commits.py：通过tests/test-smoke-install.py、test-signing-boundary.py、test-ci-covers-scripts.py：通过tests/test-shell-behaviour.sh：12 项失败，改动前后完全相同（站点发布与公钥相关，与本改动无关）tools/validate.py：本地无 portage，未能执行合并后，下一轮
binhost-update会在开始时 pull 到这次改动。
