Finally, a common place for this stuff!
Nothing really to add here except maybe lowering the admonishment level for step 4 of the create release step to info ... its not really a danger that this step is only relevant for certain condition more of an info in my book. :)

What this PR does / why we need it:
Add packaging, repo, release documentation.
This adds documentation about the Garden Linux Release Hierarchy. This includes explanations and how-tos of all three tiers and related topics like flavors.
