feat: add filters to tabs instead of just using environments

Description
Add filter tabs for alert and history lists.

Changes

• add filter-tabs from backend
• remove environments tabs
• add dialog for editing filter tabs. Change the order of the filter-tabs
• add a dialog for adding/editing the filter and the name of a filter tab
• move alert filter fields into their own component to use it for filter tabs and the active filter(AlertsFilter)
• set active tab to user-defined when changing alerts filter or history filter
• fix fetching data in the alerts list and the history page
