About the PR

A port of #1122
with some extra tweaks:

The "Hydrated scurret" crate has been made no longer purchasable

The SMG crate has had the WT550 replaced with the Drozd
The Shotgun crate has had the Enforcer replaced with a Kammerer
(This is due to trying to slowly inch towards lasersec)
A Uranium crate has been added to compliment the gold and silver crates that exist
And a Bulk Basic resource crate has also been added to compliment the regular resource crate.

• add: Adds a large number of various new crates to buy from cargo, while also rebalancing a handfull of existing crates
• tweak: riot armor crate no longer has the two enforcer shotguns inside of it, gets a pair of security gas masks and tear gas grenades, price reduced.
• tweak: Redone Basic armor crate, combined the body armor and helmet crates into a single purchase, replaced the bulletproof vests from it into standard security vests.
• tweak: The SMG crate now contains two Drozd SMGs istead of WT550
• tweak: The Shotgun crate now contains two Kammerer instead of Enforcers
