About the PR

A partial port of #1306 that brings over the Cargo Techfab and stuff related too it, salvage related changes are being saved for a diffrent PR.

Techfab recipe list has been addapted a bit more to account for the changes/additions wizden has.

Also gives the QM their hardsuit back and adds specific locker and suit storage fills for them.

• add: Added a brand new departmental techfab for cargo, able to create most cargo and salvage related items, alongside being able to print out Plasteel and Plasma/Uranium glass sheets.
• add: Added a brand new Material bag, working similar to other item bags, but for processed materials such as steel/glass/plastic sheets, gold/silver ingots, cloth rolls and so on
  avaliable to be printed out from the cargo techfab
• tweak: The Ore Bag has been given updated functionality and is now able to hold salvage scrap items as well, renamed into the scrap bag and given a updated description
• tweak: The Quartermaster gets the Luxury hardsuit and some very basic salvage related equipment in their locker.
