Add WS2815 12V LED Strip

This PR adds the WS2815 12V LED strip as a new part. The part includes Breadboard, Schematic, and PCB views.

If something does not meet the expectations or the guidelines, please let me know.

Errors about the stroke-linecap can be ignored, the checker is faulty.
"Error in connector6pin : Unknown style attribute: stroke-linecap"

There are also other problems. You can also run @vanepp’s FritzingCheckPart.oy on top of Kjell’s Part checker runner script.

Very kind of you to try to solve the problems. Unfortunately, I haven't had time to do this since I created my PR. I am also at a bit of a loss as to how exactly I can solve the problems.
