1. Complete contract runtime, API, and devtools

Outcome: Developers can create and test contracts

2. Complete HTTP proxy

Outcome: Developers can create and test full apps built on contracts

3. Complete P2P networking + monitoring

Outcome: Multiple peers can form network, contract operations work

4. Launch alpha version for developers (SDK?)
