The test repositories created by `with_repository` inherited the global and
system git configuration of the machine running the tests. Settings such as
`commit.gpgsign = true` made the tests fail in environments where signing is
not possible. Point `GIT_CONFIG_GLOBAL` and `GIT_CONFIG_SYSTEM` to an empty
file for the duration of each test so that only the repository-local
configuration set up by the tests applies.
