Probably time to merge this, I don't plan on enforcing any of the issues it highlights in PRs until I get around to refactoring existing code, but this should be a good starting point. |

This adds ruff and mypy to the vscode config to highlight issues and adds GitHub workflows to run ruff and mypy.
This PR does not fix the issues that these tools have highlighted, this just adds the tools to make it easier for others to submit PRs and get immediate feedback. I plan on fixing the existing issues later.
