Adds auto-CI for approved PRs. When a PR is approved, or a new commit is pushed to an approved PR, and an authorized user has already requested a scoped run (@flashinfer-bot run <paths>), the workflow re-applies the run-ci label so pr-test.yml runs that scope on the current HEAD. It uses the same trigger mechanism as @flashinfer-bot run.
This removes the common case where an approved PR sits idle because nobody re-issued @flashinfer-bot run for its latest commit.
Auto-CI never runs the full suite. It only triggers when a scope exists. A full-suite run always has to be requested by hand with @flashinfer-bot run, which goes through ci-bot-commands.yml exactly as it does today; this PR does not change that workflow or pr-test.yml.
.github/workflows/pr-auto-ci-review.yml: an unprivileged relay for approvals (see "Fork PRs" below). It does no work itself.
Scope rules
Scopes come only from @flashinfer-bot run <paths> comments by authorized users: repo admin/maintain/write/triage, or the ci-users team. That is the same check ci-bot-commands.yml uses. Commands inside code fences, or not at the start of a line, are ignored, using the same parsing as ci-bot-commands.yml.
Several scoped commands on the same commit are combined (union of paths).
A new commit with its own scoped command replaces the previous scope. A new commit without one inherits the most recent scope.
A bare @flashinfer-bot run (full suite) clears the scope. Auto-CI then stays off for that PR until someone scopes again, so an older narrow scope is never re-applied over a full-suite request.
The scope is validated and chunked with scripts/pr_checks/experimental_test_scope.py and published as ci/test-scope-N commit statuses, exactly as ci-bot-commands.yml does, so pr-test.yml reads it unchanged. If validation fails, stale scope statuses are cleared and no label is applied: it never falls back to the full suite.
Guards
Runs only on flashinfer-ai/flashinfer, for PRs into main.
At least one APPROVED review from an OWNER/MEMBER/COLLABORATOR must exist.
No re-trigger if a real pr-test.yml run for the HEAD SHA is queued, in progress, or finished (passed or failed). Only cancelled runs don't count. A "real" run is one whose Setup job was not skipped, so the gate-only no-op runs from pushes are ignored. The check waits 15s first, so a just-applied manual run-ci label has time to create its Setup job.
On a new push, queued or in-progress pr-test.yml runs for the previous HEAD of the same head repository are cancelled.
Fork PRs
Most PRs come from forks, where pull_request and pull_request_review events get a read-only GITHUB_TOKEN and no secrets. Both entry points therefore run in the base-repo context:
New pushes:pull_request_target (synchronize).
Approvals:pr-auto-ci-review.yml runs on pull_request_review and only echoes; its completion fires pr-auto-ci.yml through workflow_run. The main workflow re-checks everything through the API and trusts nothing from the relay beyond the reviewed head SHA.
pr-auto-ci.yml never checks out or runs PR code. The only checkout is the base branch (for the scope script), and the PR is read purely through the API.

🧪 Tests
Tests have been added or updated as needed.
All tests are passing (unittest, etc.).
This is a CI-only change; no library code is touched. pull_request_target and workflow_run workflows only run from the default branch, so this can't be exercised on this PR before merge. I tested it on my fork (alex-ameen/flashinfer), with the repo and base-branch guards temporarily removed, using PRs opened from a second account's fork so they behave like real community fork PRs.
The fork test also caught a real bug: an unquoted # in the relay's run: line made YAML truncate the shell command. It is fixed in cbbe6f1e6.
Tested here: the unchanged manual path. @flashinfer-bot run tests/cli on 675446492 → PR Test run 41509030552: one targeted A10G job and all six AOT builds, all green.
Tested offline: the scope-detection step, extracted from the YAML and run against a fake gh. 13 cases: inheritance, aggregation, bare run clearing the scope (same commit and later commit), a scope after a bare run, unauthorized commenters, commands in code fences, running in prose, rerun, and case/whitespace variants.
Not tested live: stale-run cancellation, and not re-triggering after a failed run. The fork has no GPU runners, so there was never an in-progress or failed real run to act on.
🔬 Experimental Track
Reviewer Notes
Secrets:FLASHINFER_BOT_TOKEN is required for the label step, because events created with GITHUB_TOKEN don't trigger other workflows. If it's missing, the step logs a notice and does nothing. Scope statuses are published with GITHUB_TOKEN, the same split as ci-bot-commands.yml. Team lookup for scope authorization uses FLASHINFER_GITHUB_TOKEN if set, else GITHUB_TOKEN.
First-time contributors: with the repo's "Approve workflows to run" setting, every pr-test.yml run on a first-time contributor's fork PR still waits for a maintainer to click approve. That includes runs started by this workflow's label. This comes from the Actions setting, not from this PR. On the fork test, the label run was held even though a maintainer token applied the label.
Older approvals still count: an approval on an earlier commit counts for later pushes, by design ("push to an already-approved PR"). If the branch protection setting "Dismiss stale pull request approvals" is on, a push dismisses the approval, and auto-CI won't run until someone approves again.
Pushes still show a red summary until the label run starts: the push itself starts a pr-test.yml run that the gate rejects ("CI skipped — pending authorization"). That is existing pr-test.yml behaviour; the labeled run that follows reports the real result.
The check names "Auto CI on Approval / approval gate" and "Auto-trigger CI" show in the PR checks list. On unapproved PRs, "Auto-trigger CI" is reported as skipped, not as a green no-op.
Summary by CodeRabbit
New Features
Eligible pull requests can request CI runs for specified paths through authorized comments. Validated test scopes appear as statuses, and qualifying requests receive a CI label when available.
Authorized scope commands for the same commit are combined. A scope from a later commit replaces the prior scope; if none is provided, the previous scope carries forward.
Approved reviews on pull requests targeting the main branch can signal CI eligibility.
Bug Fixes
Prevents retriggering CI when a run for the current commit has succeeded or failed.
Cancels queued or active runs for earlier commits when a pull request is updated, provided they came from the same source repository.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
Adds GitHub Actions workflows that relay approved reviews and manage approval-gated CI for pull requests. The workflow checks existing CI runs, processes authorized scoped commands, publishes test-scope statuses, and conditionally applies the run-ci label.

Clear stale scope statuses when auto-CI scope validation fails.
When experimental_test_scope.py rejects the scope, Publish test scope exits 0 before it clears older ci/test-scope-N statuses for the same SHA. Apply run-ci label still runs, so pr-test.yml reads the old narrow scope instead of the full suite that the warning message states. The same exit path applies when chunking fails.

For ~10-20s after run-ci is applied, pr-test's gate is still running
and its Setup check run does not exist, so a just-labeled real run
looks like a no-op. Sleep 30s before querying so a run labeled just
before this one (e.g. a manual @flashinfer-bot run) is detected.
Recent pr-test runs create their Setup check run 6-7s after the run-ci
label event, almost all of it runner queue time. 15s still covers that
with roughly 2x headroom and halves the added latency.
Strip the scoped command prefix case-insensitively.
The manual parser accepts Run, but the auto parser does not remove that prefix. The validator then rejects the remaining @flashinfer-bot Run ... text. The publish step fails, so the label step is skipped and auto-CI does not run.

A failed pr-test.yml run is a real result (pr-test does not retry), so
re-applying run-ci on the same SHA only re-runs unchanged code. Count
every completed real run except cancelled ones as blocking; cancelled
runs never produced a result and still allow a re-trigger.
On pull_request / pull_request_review events from a fork, GITHUB_TOKEN
is read-only and secrets are withheld, so publishing ci/test-scope-N
statuses (HTTP 403), cancelling stale runs and applying run-ci all
failed for fork PRs.
- New pushes now trigger on pull_request_target (synchronize).
- pull_request_review has no _target variant, so a new unprivileged
relay workflow (pr-auto-ci-review.yml) does nothing on approvals; its
completion fires pr-auto-ci.yml via workflow_run.
Both run pr-auto-ci.yml from the base branch with a write token and
secrets. That is safe because the workflow only checks out the base
branch and reads the PR through the API. The PR number, head SHA, head
ref and head repo are now resolved from the API rather than the event
payload; for workflow_run the PR is found by matching the reviewed head
SHA against open PRs into main.

Preserve the full-suite fallback after scope validation fails.
The no-scope behavior is intentionally disabled by the workflow header. However, an existing scope that fails validation is documented to clear stale statuses and fall back to the full suite. This branch exits with failure, so the label step does not apply run-ci.

Re-read the PR head before applying run-ci.
Resolve PR metadata reads head_sha at line 163. The label step at lines 561-563 adds run-ci to the PR without checking that head again. If a push lands after the read, the label fires pr-test.yml on the new head. The scope and ci-check steps used the old head. The run for the new push waits behind this job, so it can see the active run on the new head and skip labeling. In that case the new head runs without its requested scope. Compare the current head with steps.pr.outputs.head_sha immediately before labeling. If they differ, skip the label and let the new push's run handle it. This narrows the race but does not remove it.

The relay's run step was a plain YAML scalar containing " #", which
YAML treats as the start of a comment. The command was silently cut to
`echo "Approval on PR` (unterminated quote), so the step exited 2 and
the relay concluded failure. pr-auto-ci.yml only acts on a successful
relay, so approvals never triggered auto-CI. Use a block scalar and pass
the PR number through env.

Allow approved PRs to use the full-suite fallback.
When needs_ci is true, the publish step must run without requiring has_scope == 'true'. It must clear stale scope statuses and succeed when no scope exists or when scope validation fails. The label step must not require has_scope == 'true'. Otherwise, no run-ci label event reaches pr-test.yml, so approved PRs with no remembered or invalid scope do not run CI.
This is distinct from the bare-run parsing issue. That issue prevents a scope command from being recorded. This issue blocks the full-suite fallback after the workflow has already selected the auto-trigger path.

Update the “Publish test scope” and “Apply run-ci label” steps so the
auto-trigger path depends on `needs_ci`, not `has_scope`. When `SCOPE_ARGS` is
empty or scope validation or chunking fails, clear stale scope statuses and let
publishing succeed so the label step can trigger full-suite CI; preserve failure
behavior if clearing statuses fails.

📌 Description
Adds auto-CI for approved PRs. When a PR is approved, or a new commit is pushed to an approved PR, and an authorized user has already requested a scoped run (
@flashinfer-bot run <paths>), the workflow re-applies therun-cilabel sopr-test.ymlruns that scope on the current HEAD. It uses the same trigger mechanism as@flashinfer-bot run. This removes the common case where an approved PR sits idle because nobody re-issued
@flashinfer-bot runfor its latest commit.Auto-CI never runs the full suite. It only triggers when a scope exists. A full-suite run always has to be requested by hand with
@flashinfer-bot run, which goes throughci-bot-commands.ymlexactly as it does today; this PR does not change that workflow orpr-test.yml.Files
.github/workflows/pr-auto-ci.yml: approval check, existing-run check, stale-run cancellation, scope detection and publishing,run-cilabel..github/workflows/pr-auto-ci-review.yml: an unprivileged relay for approvals (see "Fork PRs" below). It does no work itself.Scope rules
@flashinfer-bot run <paths>comments by authorized users: repo admin/maintain/write/triage, or theci-usersteam. That is the same checkci-bot-commands.ymluses. Commands inside code fences, or not at the start of a line, are ignored, using the same parsing asci-bot-commands.yml.@flashinfer-bot run(full suite) clears the scope. Auto-CI then stays off for that PR until someone scopes again, so an older narrow scope is never re-applied over a full-suite request.scripts/pr_checks/experimental_test_scope.pyand published asci/test-scope-Ncommit statuses, exactly asci-bot-commands.ymldoes, sopr-test.ymlreads it unchanged. If validation fails, stale scope statuses are cleared and no label is applied: it never falls back to the full suite.Guards
flashinfer-ai/flashinfer, for PRs intomain.APPROVEDreview from an OWNER/MEMBER/COLLABORATOR must exist.pr-test.ymlrun for the HEAD SHA is queued, in progress, or finished (passed or failed). Only cancelled runs don't count. A "real" run is one whose Setup job was not skipped, so the gate-only no-op runs from pushes are ignored. The check waits 15s first, so a just-applied manualrun-cilabel has time to create its Setup job.pr-test.ymlruns for the previous HEAD of the same head repository are cancelled.Fork PRs
Most PRs come from forks, where
pull_requestandpull_request_reviewevents get a read-onlyGITHUB_TOKENand no secrets. Both entry points therefore run in the base-repo context:pull_request_target(synchronize).pr-auto-ci-review.ymlruns onpull_request_reviewand only echoes; its completion firespr-auto-ci.ymlthroughworkflow_run. The main workflow re-checks everything through the API and trusts nothing from the relay beyond the reviewed head SHA.pr-auto-ci.ymlnever checks out or runs PR code. The only checkout is the base branch (for the scope script), and the PR is read purely through the API.🔍 Related Issues

pull_request_targetandworkflow_runworkflows only run from the default branch, so this can't be exercised on this PR before merge. I tested it on my fork (alex-ameen/flashinfer), with the repo and base-branch guards temporarily removed, using PRs opened from a second account's fork so they behave like real community fork PRs.Tested on the fork:

The fork has no GPU runners, so there was never an in-progress or failed real run to act on.

Reviewer Notes
FLASHINFER_BOT_TOKENis required for the label step, because events created withGITHUB_TOKENdon't trigger other workflows. If it's missing, the step logs a notice and does nothing. Scope statuses are published withGITHUB_TOKEN, the same split asci-bot-commands.yml. Team lookup for scope authorization usesFLASHINFER_GITHUB_TOKENif set, elseGITHUB_TOKEN.pr-test.ymlrun on a first-time contributor's fork PR still waits for a maintainer to click approve. That includes runs started by this workflow's label. This comes from the Actions setting, not from this PR. On the fork test, the label run was held even though a maintainer token applied the label.pr-test.ymlrun that the gate rejects ("CI skipped — pending authorization"). That is existingpr-test.ymlbehaviour; the labeled run that follows reports the real result.Summary by CodeRabbit
