Why: Project-local copies of shared review, harness, iOS, build, and specification skills could shadow the managed baseline. Changed: Remove the managed copies, add a fail-closed ownership checker, bind it to spec verification and public CI, and document the global ownership boundary. Verification: public-surface, documentation, broker-core, client, harness-adoption, ownership-negative-fixture, and diff checks (pass). Affected: Agent skill discovery and CI policy only; broker behavior is unchanged. Refs: none. Session: managed-skill-ownership-consolidation.
