This addresses a issue where the Joystick/D-PAD Slider moves too fast, making it a lot harder to precisely adjust the slider. This introduces a slider flag for it. This fix only applies to Mouse and Framerate Cap's slider.

Currently, the UI Slider for selected setting moves too fast, this creates a issue when it comes to precise setup. this applies to the D-PAD. For some settings like Mouse Speed: this becomes harder to adjust.
part of it is due to the slider being tied to framerate...but that's difficult to fix.
To workaround this, a new menu constant is added to selected sliders within Enhanced Options. This should make it easier for Controller and WASD key users to adjust it.
