Start moving the post-build logic out of the src dir. This helps ensure post-build steps don't write output files in the src dir, which could inadvertently cause cargo to want to rebuild. It also enables us to flatten the qmake hierarchy a little bit, with the goal of eventually not needing to use qmake to trigger cargo.
