This commit adds the ClickHouse table structure and a scheduled transformation model to aggregate peer head distribution data over the last 30 minutes, replacing the deprecated `fct_status_by_head_last_30m`. It also introduces the `int_peer_head` table to store raw, enriched peer head observations. feat(proto): add int_peer_head proto definition and query builders Introduce the `IntPeerHead` protobuf message, its corresponding list/get requests/responses, and ClickHouse SQL query builders for CRUD operations on the `int_peer_head` table. This enables data ingestion and querying for peer head slot observations.
