Description
Replace github.com/tyler-smith/go-bip39 with github.com/base/go-bip39 because the former was removed from Github.
Depends on ethereum-optimism/go-ethereum-hdwallet#3.
Tests
No logic changes.
Additional context
We cannot build this repository from scratch without fixing this dependency.
