Bazel 9 removes builtin
CcInfoandcc_common, preventing lz4’s combined-archive rule from loading and blocking consumers such as qatzip.rules_ccloads and fixarchive_namespacing. Existing overlay BUILD files already load their C++ rules.1.10.0.bcr.2.envoy.1, leaving the previous version untouched. Synchronize both MODULE files, refresh overlay hashes, and append the version to metadata.9.xto the presubmit matrix while preserving existing entries and tasks.
