Factorio 2.0 added a new allow_productivity property for recipes which defaults to false. Science packs should accept productivity modules though. This PR fixes KompetenzAirbag/SeaBlock#43

Oh sorry I'm just noticing your PR's right now, I wasn't working on anything factorio related for a few weeks.
I'll try to merge them next week
