Adds agent-ops-stack to the EN/DE sibling tables and llms.txt. Its current manifest lists this repository as the skill-pack source; the text describes that declared source relationship only. Validation: Ruff, compileall, all 461 tests, public registry/map checks, privacy gate, and diff check passed locally.
