Add COMA as an optional sibling project in the English and German ecosystem matrices and llms.txt. The entry describes complementary local agent-process lifecycle and job-file status tooling, and clarifies it is not one of this repository's seven manifest modules. No manifest, runtime, or dependency changes. Validation: 61 tests, Ruff, compileall, manifest JSON, and diff check pass; bash -n install.sh was skipped because bash is unavailable on the Windows host.
