- implement BUILD_SHARED_LIBS=BOTH directly in FIAT, to work around issues in ecbuild_add_library implementation
- add test of mpi_serial library

both STATIC and SHARED libraries are requested in the same build.
* BUILD_SHARED_LIBS handled explicitly in FIAT package, with BOTH resulting in fiat-static and fiat targets
* addition of test of mpi_serial library, checking that real MPI libraries are not picked up
