Add back `ping_time` to `tau_effective`

Currently, ping_time coordinate does not exist in the tau_effective data variable in the output of compute_Sv. This was a recent change from #1621.

I'm not familiar with #1621 so feel free to chime in @leewujung @LOCEANlloydizard
