Refs durable-workflow/.github#237, RUSTSEC-2026-0381 and RUSTSEC-2026-0382.

Update only webpki-roots to 1.0.10 and rustls-webpki to 0.103.16, including registry checksums, in the normal grouped-condition Rust fixture lock. Existing SDK 2.1.2 pin, runtime sources, historical evidence and immutable Core 2.11.1 tag remain unchanged.

The locked/offline Rust 1.86 build passes with that existing pin. All applicable normal repository checks pass, including unit/contracts, MySQL feature controls, tracing HTTP, corpus, quality, CodeQL, public boundary and Sonar. This development-fixture change needs no new Core package release. The separate native/Server artifact work retains its owning qualification.
