We need this to make the workflow be triggered by
InvokeCI.yml.Currently the
InvokeCItriggers this workflow viaNotifyExternalRepositories.ymlwith the wrong inputs. We also have to updateInvokeCI.ymlandNotifyExternalRepositories.ymlto pass expected inputs: branch, event and should_publish
